Swarmcheck's role

Our consultation enabled the ordering of highly complex information about the external environment and the rich yet dispersed internal knowledge accumulated within the institution. Practical conclusions were drawn, arranged in a hierarchy of inference, from the most general assumptions about the institution's purpose to detailed action plans for a defined time horizon. The final stage concerned the preparation of the strategic document, comprised of the diagnostic and planning chapters.

Basing the strategy upon the solid diagnosis enabled the institution to structure and appropriately prioritise its activities while being aware of the role of individual activities within the big picture. Given the multifaceted nature of the problem, our team combined traditional research methods (desk research, SWOT analysis) with elements of theory of change and Swarmcheck's unique ones (argumentation mapping workshops).

Our highest priority was to base the strategic recommendations on a solid diagnosis of market needs as well as the propensity of the institution itself. The research process enabled us to identify crucial internal and organisational aspects and relate them to the stakeholder ecosystem, global and local trends, and to conduct international benchmarking, among other things. In addition, a way of implementing the strategy in the following years was proposed with a system for monitoring and evaluating the progress.

Swarmcheck created a strategy for a countrywide foundation which was established to support the domestic system of economic actors developing innovative technologies. The ambitious mission required clear decisions regarding the fundamental aspects of the organisation's operations, from defining its target roles in the economic system through long-term strategic goals to an operational plan for the immediate phases of its activity. This task required a systematic approach that took into account the organisation's entire expert team and the prospect of practical cooperation with numerous stakeholders.
