Swarmcheck's role
Our team developed a scheme for the research and participation process, the main part of which were 12 workshops based on argumentation mapping via Swarmcheck software. In total, 189 R&D stakeholders from the region attended the workshops. The study was conducted in close cooperation with four external subject matter experts and the client.
The scheme consisted of three cycles of four workshops each. During each workshop, the participants worked in subgroups corresponding to their industries. The first cycle aimed at understanding the situation of regional R&D stakeholders. The second one was recommendatory - the participants suggested possible directions for updates and discussed solutions raised by others. The third one was decision-making – the final version of the recommendations was determined and confirmed during the meetings.
A local government unit needed to update parts of its strategic documentation impacting the innovation development in the regional enterprises. The client's most important need was to align the supported R&D directions with the current market situation, the advantages of regional enterprises, and their potential. This update will enable the optimal concentration of the public funds available within the Regional Programme of European Funds. It was crucial to develop the strategic document content in a participatory manner: with the direct participation of representatives of enterprises and business environment institutions.
